Private Vehicle Ownership and Transportation Planning in Malaysia

Abstract. This paper analyzes current trends in private vehicle ownership in Malaysia. For the past decades private vehicle ownership has increased tremendously in this country which is partly due to the economic growth, rapid urban development, population growth and inadequate public transport availability and services. In 2010, Malaysia has a population of 28.3 million, 17.4 million private vehicle automobiles and 11.7 million registered drivers. Traditionally, income has been hypothesized as a major determinant of private vehicle ownership. However, the spatial arrangement of urban fabric has becoming more important determinant of owning a vehicle. Other determinants such as government policy, auto vehicle financing, household characteristics and travel characteristics are also important. Therefore this paper is analyzing the spatial determinants of private vehicle ownership in Malaysia with a special reference to the Penang Island. Penang Island is located on the northeastern region of Malaysia and is an industrialized and a highly developed island. Penang Island has a population of 575,498 in 2000 and 740,200 in 2010, an increase of 29 percent for the last 10 years. In 2010 alone, there are 111,882 number of new registered vehicles in Penang Island. As private vehicle ownership is also associated with externalities such as traffic congestions, accidents, inadequate parking spaces and pollutions, it is an important component of local and regional transportation policy making. This demand has forced manufacturers to begin producing hybrid vehicle; first four door hybrid sedan was unveiled by Toyota in 2000. The Toyota Prius’ success encouraged it competitors to roll out their hybrid cars as well setting a common standard for environmentally friendly and efficient vehicles. The relationship of consumer and manufacturer in the car industry on a macro level has always been one in relative equilibrium. As demand increases the car manufacturers have increased supply. The green movement in the United States pushed for hybrid vehicles and car manufacturers responded by producing more vehicles, making the supply line more open. The next venture for an ultimate environmentally friendly vehicle has been the all-electric, plug-in vehicles. A conglomerate is formed when a large company merges with separate and diverse small firms. By definition a media conglomerate is a large company or corporation that has merged with a number of different media outlets such as TV, radio, newspapers and Internet. Big companies have the tendency to expand by diversifying their holdings among different media products, never fully dominating a particular media industry. A decreasing number of organizations gaining control over an increasing amount of mass media, which defines media consolidation, leads to an oligopoly in the marketplace. Large companies create an oligopoly when only a handful of them dominate the industry and face little economic competition from small independent firms.[1] In 1983, a total of fifty corporations dominated most of the media industry. Private vs Public Ownership

As society and legal systems developed so too has the idea of ownership over a material object as a right to be exercised and enforced against others in the society. Whilst arguably both a common and private ownership would be an adequate way to mediate the use of resources in a society, many of the justifications for private ownership yield a weakness that is reflected in the benefits to the society versus the individual. Typically the justifications for private ownership also rely on the same arguments between two central forms of ownership models being Marxism and Capitalism. Ziff even acknowledges in this article that each justification is based on the conviction that “private ownership [Capitalism] is western culture’s noblest triumph,” and subsequently fails to highlight how a common ownership system could be superior, rather than which has more weight. Many are of this contrary view that Capitalism and therefore private ownership is “not sustainable forever in a world of finite resources,” which is evidence of a large weakness in many of the justifications presented by Ziff.
